According to McDermott, he was a "in the vicinity of continual attendee at privy council conferences throughout the 1560s", but by the latter part of 1572 he could no longer discharge his obligations as Lord Chamberlain simply because of unwell wellbeing, and the Queen appointed his nephew, the Earl of Sussex, to substitute him, appointing Howard as Lord Privy Seal.
