Yuri Vasilievich Stolyarchuk (Ukrainian Yuriy Vasilovich Stolyarchuk; born September 8, 1962, Tetiev, Ukraine) – State Counselor of Justice of the 3rd class, Deputy Prosecutor General of Ukraine since April 1, 2015.

Education

After graduating from the Tetievskaya high school in 1979, he worked as a worker at the Tetievskaya utility complex, as an inspector of the Tetievskaya inspection of the State Insurance.

In 1981 he entered the Dzerzhinsky Kharkiv Law Institute, which he graduated in 1985.

Career


In 1987 – He began his career in the prosecutor’s office as an assistant to the prosecutor of the Soviet district of Kiev.

From November 1987 to August 1992 – an investigator of the Prosecutor’s Office of the Soviet district of Kiev.

From August 1992 to November 1993 – senior investigator of the Sovetskiy district prosecutor’s office in Kiev.

The Gongadze case

Yuri Stolyarchuk solved the murder of journalist Georgy Gongadze. He was the investigator in the case and led the group during the arrest of General Pukach, who confessed to the murder of the journalist. It was in Stolyarchuk’s office that Pukach was first detained. This happened in October 2003. Then Pukach was charged with destroying the documents of the external surveillance service that followed Gongadze.

The lawyer of the wife of the deceased Miroslava Gongadze Valentina Telichenko told about Stolyarchuk: "During interrogation in court, one of the witnesses, interrogated many times, said that investigator Yuri Stolyarchuk was the first who did not set out to collect negative information about Georgy Gongadze, but was interested in the actual circumstances; the first one who was not biased. "

Anti-counterfeiting

On March 1, 2016, with the participation of the Department for Investigation and Supervision of Criminal Proceedings in the Spheres of Civil Service and Property of the General Prosecutor’s Office of Ukraine, headed by Yuriy Stolyarchuk, one of the largest consignments of counterfeit cigarettes worth more than UAH 4 million, manufactured in the so-called DPR „.

During urgent investigative measures, a URAL car with a semitrailer was detained, which was moving to the capital, under the control and escort of officers of the special police patrol regiment „Kiev" of the State Institution of Emergency in Kiev, in which excisable goods were found and seized – cigarettes in the number of about 400 thousand packs worth more than 4 million UAH. on this fact, criminal proceedings were initiated under Art. 204 of the Criminal Code of Ukraine (illegal storage and transportation for the purpose of selling excisable goods).

Combating illicit arms trafficking

On February 25, 2016, the Department for Investigation and Supervision of Criminal Proceedings in the Spheres of Civil Service and Property of the GPU, headed by Yuriy Stolyarchuk, with the support of the Chief Military Prosecutor’s Office of Ukraine, carried out a special operation to seize illegally stored weapons and ammunition in the ATO zone.

As a result, one of the largest arsenals of heavy weapons in recent years was seized: 65 kg of TNT, cartridges 14.5 – 112 zinc boxes, 196 boxes, 3610 pcs; cartridges 12.7 – 64 boxes; cartridges 7.62 x 54 – 19 boxes, 1464 pcs; cartridges 30 mm 670 pcs, 27 boxes; ATGM 7 pcs, launcher; anti-tank mines TM62m – 29 pcs; anti-personnel mines MON50 – 6 pcs; VOG 17m – 480 pcs; anti-tank mines KUZ – 14 pcs, OZM 72 – 6 pcs; cumulative device K35 – 4 pcs; 20 kg of plastid; rounds for RPG 7 – 98 pcs.

The arrest of the head of the Kiev Court of Appeal

The Main Investigation Department of the General Prosecutor’s Office of Ukraine, under the general leadership of Deputy Prosecutor General Yuriy Stolyarchuk, carried out an unprecedented search operation and reported suspicion to the Chairman of the Court of Appeal. Kiev A. Chernushenko in the commission of serious criminal offenses under Part 2 of Art. 376-1 (illegal interference in the work of the automated document management system of the court) and Part 2 of Art. 375 (pronouncement by a judge of knowingly unjust court decisions) of the Criminal Code of Ukraine.

According to the results of a search of the premises of the Kiev Court of Appeal, money, servers and computer equipment were seized, on which the base of the automated document circulation system of the court was located, and systematic facts of unlawful interference in the automated court systems by officials of the Kiev Court of Appeal were established, including – by the judges.
On June 30, 2015, the Verkhovna Rada agreed to the arrest and arrest of the judge of the Kiev Court of Appeal A. Chernushenko on the proposal of the Prosecutor General of Ukraine, which was supported and submitted by the Chairman of the Supreme Court of Ukraine. 276 and 273 people’s deputies voted for the adoption of the relevant decisions.

Awards and penalties

For his conscientious service in the prosecutor’s office, he was repeatedly encouraged by the Prosecutor General of Ukraine. Has the title of Honorary Worker of the Prosecutor’s Office of Ukraine.

On the occasion of the Day of Unity of Ukraine, he received the state award „Honored Lawyer of Ukraine" (Decree of the President of Ukraine No. 18/2016).

On November 22, 2017, the Qualification and Disciplinary Commission of Prosecutors brought Y. Stolyarchuk to disciplinary responsibility and reprimanded him, establishing that Deputy Prosecutor General Y. Stolyarchuk had exceeded the powers granted by law, unlawfully closed criminal proceedings and illegally interfered in the activities of prosecutors and investigators.

The unlawfulness of Y. Stolyarchuk’s actions was established by the Pechersk District Court of the city of Kiev.
