RMI Education and Skills Strengthening Project

Women and Youth Training for

. The Marshall Islands: Skills Training and Vocational Education Project Examines the performance of the job and highlights lessons. of the Marshall Islands to prioritize technical and employment education training reforms. In 2000, ADB authorized a loan for $9.1 million to improve skills training to provide trained employees required for sustained financial and social development. This was to be attained through an integrated national abilities training system. The project consisted of four parts: development of a profession awareness program, abilities training enhancement, improved skills training chances for ladies and youth, and institutional strengthening. The anticipated result was increased income-generating opportunities and employment for students, particularly women and youth in the outer islands. In general, the project was rated unsuccessful. Limited progress was attained in making the project responsive to the requirements of its recipients and private-sector employers. The long-standing weak point of bad numeracy and literacy competencies

amongst public elementary and secondary school graduates and dropouts going into college or participating in voc-tech education could be partially attributed to the poor quality of fundamental education. The project was supply-driven and might not establish a strong linkage with economic sector requirements or align its activities with the requirements of the labour market. The status of the technical and trade education training system has stayed basically the same after job conclusion.
