The cost of this process is also minimal, so it is easy to see why many companies are reluctant to implement it.


For the time being, there appears to be little that the Chinese central government can do to change the current situation. Most of the products that come from the United States do not meet the new standards, so any change to the way that steel is produced in China is likely to be minimal.


On the other hand, even if the carbon steel scrap market does begin to expand, it is hard to imagine that the Chinese government will allow the necessary amounts of carbon to be exported. At present, the scrap metal industry accounts for roughly a quarter of the country's gross domestic product. If the government begins to raise the bar on its carbon steel scrap production quota, the heavy machinery and pipe industries in China will be hard pressed to produce enough equipment and pipes to keep up with the demand.


On the other hand, the United States has no problem meeting its supply needs. There is no reason why the United States should be forced to raise its own steel pipe production quotas if those are too low.
